I think they did that as a fail safe to keep Modders from crashing the game and also throw off anyone who is trying to leak dlc. Kronika is an opponent in MK11. However at this time she is not a playable character. You can face Kronika at the end of many of the Klassic Towers as well as at the end of Mortal Kombat 11's story mode.
